- recipient must be an entering freshman at UWL to be enrolled full-time
- recipient must be a graduate of Black River Falls High School
- recipient must be in the top 20% of high school class
- recipient must have a composite ACT score of 24 or better
- recipient must have demonstrated leadership and scholarship and involved in extracurricular activities
